The Hampton Roads Workforce Council (HRWC) is a special purpose unit of local government that oversees workforce development programs and initiatives for the Cities of Chesapeake, Franklin, Hampton, Newport News, Norfolk, Poquoson, Portsmouth, Suffolk, Virginia Beach, Williamsburg, and the Counties of Gloucester, Isle of Wight, James City, Southampton, and York.

 

On 2/1/23, HRWC is issuing RFP# EBS-1 to solicit proposals from qualified vendors for a web-based Enterprise Business System (EBS) that fully  integrates workflow for Finance/Accounting, Human Resources, Budgeting, Procurement and Reporting administrative functions, in order to eliminate manual processes. The full RFP is posted on the HRWC official website at www.theworkforcecouncil.org and a detailed list of the functional requirements for the EBS software product is shown on Attachment A to the RFP. Proposals in accordance with the RFP requirements are due to HRWC by 4:00 PM Eastern Time on 3/6/23. Proposals received after this time and date will not be considered.

 Background

The Workforce Innovation and Opportunity Act (WIOA) requires Local Workforce Boards to have a State approved four (4) year WIOA Local Plan. At the end of the first two (2) years of the four (4) year Plan, it is required that the Plan be reviewed with modifications submitted to the State for approval. In that regard, the Local Plan has been reviewed in detail by staff with the following required modifications that need to be made. Upon approval of the submitted modifications by the State, the Revised LWDA #14 WIOA Local Plan will remain in force until 6/30/24.

NOTE: The Commonwealth of Virginia has designated the Hampton Roads Workforce Council as Virginia LWDA #14.

Hampton Roads Local Plan 2021 Open Comment Period

LOCAL WORKFORCE PLAN  

VIRGINIA LOCAL WORKFORCE DEVELOPMENT AREAS 14 AND 16 

(Cities of Chesapeake, Franklin, Hampton, Newport News, Norfolk, Poquoson, Portsmouth, Suffolk, Virginia Beach, and Williamsburg,
and the Counties of Gloucester, Isle of Wight, James City, Southampton, and York). 

In accordance with the Workforce Innovation and Opportunity Act (WIOA) of 2014, the Hampton Roads Workforce Council is making available the Local Workforce Plan for Local Workforce Development Areas 14 and 16 to the general public for review and comment(s). The Plan, which is for the period 07/01/2020 - 06/30/2024, will be available on the Hampton Roads Workforce Council's website and a printed copy at the offices of the Hampton Roads Workforce Council located at 999 Waterside Drive, Suite 1314, Norfolk, Virginia 23510, during normal business hours. The Plan will be available for review from 02/08/2021 - 02/22/2021. 757 Action Framework update

The Hampton Roads Workforce Council is largely responsible for one of the five strategic pillars in the 757 Recovery and Resilience Action Framework: Growing, Retaining, and Attracting Talent.

One-Stop Operator

The Hampton Roads Workforce Council Board of Directors Executive Committee have selected The Workplace, Inc. as the One-Stop Operator for Virginia Local Workforce Development Area (LWDA) #14 for the initial contract period of 7/1/22 to 6/30/23 with the option for up to three (3) annual renewals, thereafter, based on a competitive procurement process conducted in accordance with RFP# OSO-PY’22-01. The value of the initial contract with The Workplace, Inc. for the period 7/1/22 to 6/30/23 is up to $110,000.00.
